The GPG hosted LGen. Charles Bouchard, Commander of the NATO mission in Libya codenamed “Operation Unified Protector”. LGen. Bouchard discussed the scope of the UN Security Council Resolutions that defined the scope of the operation, including the specific mandate concerning the protection of civilians. He characterized the NATO mission as a success based on the timely response, and indicated that a major ‘lesson learned’ that should be taken from the mission is the importance of intelligence about the situation on the ground in order to best conduct operations with minimal impact on civilians. To this end, countries may need to be more ready to share their intelligence within NATO in order to allow commanders to make better decisions.
